Why are members of the Mormon Church not allowed to read the General Handbook of Instructions?

Why is it FORBIDDEN for members in good standing in the Mormon Church to NOT be allowed to view or read the General Handbook of Instructions?

Dear Mark,

I don’t know that it’s not allowed. I imagine that one could check the General Handbook out at the Church Historical Library and go over it. However, it is certainly not for general distribution. We have enough trouble as it is with the members trying to tell the bishop what to do without putting their own uninspired interpretations on the Handbook which is a guide for the bishops actions.
