Can Mormons give priesthood blessings to non-Mormons?

Gramps,

There was a discussion in Priesthood on giving blessings. One of the brethren said you do not give blessings to those who are not members of the church. Several of the brethren said if faith is there, even though they may not be baptized members of the church, it is OK to give blessings. What is the church policy on this? I have tried to find it in some of the books and references I have to no avail.

Do they think that Jesus required all the people he helped to be baptized before he blessed them? The prerequisites for a blessing under the hands of the priesthood are faith in the Lord Jesus Christ and a desire to receive a blessing from the Lord. I have had the privilege of giving health blessings to a number of non-members–one, an elderly lady who was baptized a week after she was healed from a life-long illness.
