Why do we sometimes refer to the “Quorum of the Twelve Apostles” and other times the “Council of the Twelve Apostles?”

The Quorum of the Twelve Apostles is the organized priesthood group itself, and the members.

Mormon-Twelve apostlesThe Council of the Twelve Apostles, while at times interchangeable with Quorum, also means the act of the Quorum sitting as a group to discuss church matters.

ie. The Quorum of the Twelve Apostles sit in council to address future temple locations.

Additionally, the First Presidency is also a quorum, and they can, and do, sit in council separately from the twelve apostles.

The two quorums sit in council together quite often as well. I hope this clears things up a little.
